Travling to Seoul and Japan between December 5nd and December 17th

I’m considering traveling to Seoul and Japan between December 5nd and December 17th, and I’d like to know how this period is in terms of weather, tourism, crowds, prices, public holidays, and overall travel experience?

We’re from Norway, so the cold doesn’t make much difference to us.
